They already have the tool for identifying the sites. It's called the duplicate content filter. Closing an account probably requires that a living, breathing body take a look at the site, so it could be a man power issue.
I don't run AdSense on most of my affiliate marketing sites, but this will affect most Amazon sites and any affiliate site that uses a data feed.
