i tried visiting a site yesterday and a pop up suddenly appear with adsense ads on it.
i tried to figure with wordpress plugin he's using so maybe i could try it :D

It's against Adsense ToS so I wouldn't risk it, the one you saw is taking a big risk with their account. From Adsense Program Policies:

no its not allowed.........
Yes, you can pud code in pop up but it is not allowed by Adsense.
