Elbandelero, I'm sure your aware of the trade sanction that has been on Iran since 1979.
The US post office wont even deliver mail from that country, paypal and credit card companies wont accept signup either from Iran. Almost all the businesses out there are incorporated or somehow directly or indirectly involved with the United States with processing money or shipping products. Its nearly impossible to sell stuff to Iran even if your not based in the United States.

Yes, aware of the trade embargo, however the world isn't completely US centric and Google do operate in countries where the trade embargo doesn't exist, and as far as I know they have joint ventures in some countries that do trade with Iran. It's a fine point, but at a stretch they could do business with Iran.

Not all financial institutions are controlled from the US either, there are a number of Middle Eastern banks that trade with Iran, and wire transfers could be organized. In addition, not all AdWords advertisers are based in the US or Europe, many are in the Middle East and Asia. I'm sure those advertisers would be quite happy to accept business from Iran.

However, I'll take your point that Google is an American company and won't break embargo. Yet I still have an uneasy feeling that Will wasn't just talking about Iran, that perhaps other nations we do trade with pay less to AdSense publishers. I'd hate to find out for example that Google pays less for Mexican clicks than Spanish clicks, or that an ad on my site from a language school in Argentina pays me less than a similar school based in Barcelona.

This geopolitical thing Will alludes to suggests he suspects or knows that this is the case outside of rogue nations like Iran.

Google doesn't publish the algorithms they use to determine click prices or click payments.

But... I believe that prices and payments are both automatically decreased for any country where the people have less than optimal disposable income.

Iran, due to the trade embargo, is on the far end of the spectrum.
