Where to get this kind of adsense ad? Or how to create them? I don't see it in my adsense account.

Where have you seen those?
I'm 99% sure those are from a Premium Publisher.

I would like to see a link where you found that.

These are 100% Adsense Premium Publishers Ads. Premium ads are slightly different from regular Adsense ads.

To become an Adsense Premium Publisher, you need to have a site with more than 20 million page views or at least 5 million search queries. That's around 160K search queries on daily basis.

Some benefits for Premium Publishers:

• Optional labeling of ads
• Google sales representative & account manager
• Advanced filtering options
• More monetization options

I wonder how many premium publishers there are in total.

As far as I know they're not accepting new Premium Publishers atm, right Will?
