I check with checkpagerank.net and I also see PR3. Its very rare. All people see changes on PR but I can't see.

I am using this tool in Chrome, Opera and FF.

Every where it is PR4 for me.

I use Firefox, Chrome and Opera too, but i can't see changes in any websites. I delete cookies and restart my computer, but i can't see results.

Why is the problem? I am from Romania.:(

Well I would not be able to tell you the reason, being not a webmaster :)

On lighter note it may take some time to reach the changes to Romania :) (Please take it lightly)
