Your overall approach is a good one. The mods should be there to promote discussion not to surf the forum looking to infract people.

Yep. We have that installed and enabled in the Marketplace.

I don't believe that he matters to much per se on the home location of the moderators. Business is universal. But having mods in different time zones helps with keeping the action open 24/7.

Beside keeping the action 24/7, it would lessen the workloads if there are more mods.

That's correct. Otherwise the mods aren't contributing but just surfing around to keep the forum clean.
