Signature limits on this forum are not new; they were actually implemented several months ago. Unfortunately, vBulletin currently has an odd bug that screws with the hierarchy of permissions. We began noticing that a few less limited signatures were slipping through the filters. These signatures weren't disrupting the forum so we left them alone.
Recently, more disruptive signatures began appearing so we finally closed the loopholes.
Unfortunately, closing those loopholes doesn't go back and automagically force all of the non-adhering signatures to adhere. All we can do is ask people to update their signatures. If we see something particularly bothersome, we'll edit it.
Yes, I have noticed this. Good precaution step.
