Where is the ad market where you can buy space for NetBucks?

It's not active yet, and the plugin that we hope to power this is still in beta.

I just purchased the 1000 banner impressions from the market. Where do I go to put in the settings for the banner and links?

I added instructions to that store item:

To get your ad up once you make this purchase please PM Will.Spencer with the following details:

1. Target URL of your ad
2. Anchor text of the ad or an URL to the image banner you want to use

EDIT: One possibility is to put up a simple custom form that PMs this info automatically, and link to that form from those instructions.
