For which exactly? Are you sure you correctly wrote down the URL? If you enter URL of some inner page, our backlink checker will find & check all links for that inner page, and predict PR for inner page, but not for the homepage. So be sure you always enter the right URLs.

Please check it out again in some time. Let our tool some time. I believe it just takes longer than usually because of some temporary technical problems. Maybe those search engines servers where we harvest the links are temporarily not working properly, or something like that. Please do let us know if see that error again later.

I don't believe backlinks as basis is good enough.

Noone, I do not think with only 24 links you can have page rank of 2 or 3. There must be other links you are not aware of.

He certainly can get PR2,3 or even 6 or 7 with just 24 links, or less.

It all depends on the quality of those links; i.e. the PR of the page giving the link as well as how many other outbound links are on that page.
