Looking at your SEO blog, I'd say the reason is that your blog is very new. AdSense is a great program, and one day you might be approved, but you only have three posts, I just don't think AdSense are interested in what you offer.
Sorry dude, nobody can help you right now. You need to build your site first, then apply for AdSense.
There is no problem using blogger, many people use blogger with AdSense and make a lot of money.
AdSense do accept blogger sites, that is no problem.
How many posts do you need? It's more difficult than that. Your posts also have to be on subjects that AdSense are interested in. They have a lot of SEO advertisers, so writing about SEO isn't your problem, the real problem is the way you've written your posts.
You have three posts. Two of them are about the dofollow commenting service you offer. Remember that AdSense is owned by Google, but two of your articles are about helping people artificially improve their Google search ranking. Not a winning formula.
My advice is if you want to make money from SEO, then forget about AdSense.
If you want to make money from AdSense, then stop trying to sell your SEO service.

There is no problem offering services and having AdSense. The problem is your site has only 3 posts, and all of them are about your service. Write posts that help people, make your site big enough and old enough for the people at AdSense to see value in your site, then after you've been approved by AdSense you can promote your services.
Remember, AdSense don't care about your service, they care about having valuable sites to put advertising on. So, the AdSense people are looking at your site and thinking why should we approve it.
If you REALLY want AdSense on your site, then write one post per day for the next 1 or 2 months, and then apply for AdSense again. But don't talk about your services, advertisers aren't interested.
If you REALLY want to make money from SEO, then forget about AdSense completely. Top SEO people can make a lot more money from services and other advertising than they can from AdSense.
Your problem right now is that you are trying to do both. AdSense and Services. It can work, but you're too new in this game to make it work for you. So make a decision, what is more important, AdSense or services.
My advice is to concentrate on services, you'll make more money right now, and probably in the future than wasting time on AdSense. Go to the Marketplace here on Netbuilders and advertise your services, get some clients, make money, and learn about AdSense so you can make money from it later.

Your site will be on the content network so they want to see quality content that will work well with matching the topic of your site with PPC Ads. Alternatively, if you have high traffic pages, I am sure that this would appeal to them too.
I didn't apply until after a couple of years until I had good page ranking and traffic. But I guess I could have applied earlier. 3 pages of content on a free blog will not impress them much I think unless it is exceptional content.
It's worth putting in the effort to show them a good site with nice original content that lends itself to monetization. Also read their webmaster guidelines to make sure you satisfy what they are looking for such as the privacy policy.
If you target a niche topic, I think 10 pages of in-depth original content may be enough. And avoid any promotion of anything, you can add that later. Also add a privacy policy page (follow the Google webmaster guidelines where you mention about the use of cookies), and an about us page.

Looks like you are from India or Pakistan, if that is the case than to according new adsense policy, India, & China's new publishers should have at least 6 months old websites to get accepted, and make sure you have right "who is" information on your domain name, else try with your blogspot blog filled with at least 20-30 posts and try to make it look legit as much as you can.
