All of us have experienced this, you go to google something, and then no search results are returned. Or maybe you need to know something REALLY important, but you can only find very vague information about the topic.
Its frustrating, isn't it? I know I go crazy when I can't find exactly what I am looking for. So why not make a site off of that? I know its common sense, but if you can't find it on the internet, find it in a book. It seems like books are a lost cause, but they are also a highly valuable resource for writing on subjects or making an entire website out of it.
Remember, the purpose of creating a site is to bring valuable information to your readers. That is if you actually CARE about your readers and what they want. If not, disregard this post entirely.
So the next time you use google to find something and nothing relevant shows up: make a website.

I can never find what I am looking for when I need it. Really. There is so much that isn't really tapped into. You just have to find it. (and it usually happens without trying)
Sure you don't want to first confirm there's actually a demand for it? Or is monetization not a factor here?
It depends on the person of course. I don't have any specific niches in mind at the moment for an example, but I know some topics I have "googled" are in demand but there is a HUGE lack of answers and guides and general information. Even if there isn't a current demand - there will be in the future. (With some things anyway)
There's always a demand for something. There are millions of niches in the world. But, demand may not be sufficient to build an entire website for it. Instead, it may be viable to dedicate just one page for it and make it part of a bigger concept.
