Not much to do about it, it happens a lot.. You can do things against it, but that is a lot of hassle..

The easiest thing you can do is just email the owner of the website about it

If you want to go further you can contact their hosting company and you can even file a DMCA complaint with Google.
Submit Your Webmaster Related Sites to the NB Directory
I swear, by my life and my love of it, that I will never live for the sake of another man, nor ask another man to live for mine.

    1) Try to contact them being nice (to the websites email address)
    2) Look up whois and try to contact them using that info (yes, even calling)
    3) If no response after 48 hours send them a DMCA infringement notice (search in google for one)
    4) Send this notice to their hosting and explain they are breaking the law with their website and they have ignored your attempts to contact them
    5) Send the same notice to the registar and explain the same
    6) Contact google in the same manner (even yahoo, msn if you want too)
    7) Find websites linking to them and try to convince them to remove the link

Basically, they have done something that can damage your website so you should take the chance to do as much damage back to theirs as humanly possible.

In most cases step 1 will be enough and they will remove your content.

Many webmaster do not want their contents to be 100% unique(either dont want to make complete effort or they have something other in their mind). Still you cannot much about this.

I just ignore it. The only way to beat them is keep updating your content. I couple of times I had content stolen along with the image. I changed the image url to a nude photo. It didn't take long for the content to come down

If he is copying all your content than you can report adsense system also . I have read that using others content without person is against adsense TOS. But theyonly take action when someone report about it to them .

Report about it to his webhost as Will told you about it . This is very common method and if he will not reply his host queries also than his hosting account will get asuspended .
