You should first find out what she is interested in. What are some of her interests and hobbies? If she goes into a business just because it is a big money making industry, she may not stick to it, because it is not something she likes. If she does something she has an interest in, she will stick to it for the long haul.
Honestly, there are very few businesses that a teen can start/run legitimately due to their age.
It also depends on your location, different countries have different rules about these things.
Full or part time?
Michael Dell ran "Dell Computers" out of his dorm room until they couldn't fit any longer. So you'd be surprised what kind of business a student could run.

Agreed,and I have an even better example (one that's probably going to haunt me for life).Rules are mostly made to be broken and are too often for the lazy to hide behind

If you want to be successful you have to start young,because that's when you have the most free time,to work,to research to develop your business,right after high-school it's over,you go to college or get a job,don't have time or are not motivated,its best to work when you are young,you don't have anything better to do anyway.
So don't get pushed down by people telling you that you are too young,but also keep in mind,no matter how old you are,you have to be responsible and professional just like anyone else,it doesn't matter if you are 17,24 or 50,as long as you get the work done in a professional manner age isn't a problem.

You can start building websites and hence web real estate and experience from any age.
Promoting local businesses seems to be all that rage at the moment. So if she visits these places, she could offer to review them for example or create some kind of local news portal that her friends may help promote. Later on, sell advertising space on it.
Registering a useful domain name (via Name Cheap) and hooking this up with hosting (Host Gator) would be a start. Then implement a content management system to start the ball rolling.
Offline beauty and haircutting is a good job for a teen to learn. The study at a beauty academy is inexpensive and there is the possibility to work part time in the industry or open up a salon. She could also write beauty articles and sell them online.
