You should first find out what she is interested in. What are some of her interests and hobbies? If she goes into a business just because it is a big money making industry, she may not stick to it, because it is not something she likes. If she does something she has an interest in, she will stick to it for the long haul.
Honestly, there are very few businesses that a teen can start/run legitimately due to their age.
