Everyone I'm dealing with is in the U.S. The one person I asked what time it was indicated that they were in the Central time zone.
Magically, without complying with their ridiculous demands, PayPal unlimited my account again.
I called PayPal customer service and the customer service rep said she would fix my problem right up and she transferred me to the Account Review Department. The Account Review department unlimited my account and unblocked all of my blocked transactions.
Earlier, they told me that their telephone system did not allow them to transer customers to the Account Review department. We now have proof that this was a lie.
The Account Review department sent me this confirmation email:
Dear Free Internet Media,
Our review is complete and we have restored your account.
We appreciate your patience and thank you for your help in making PayPal the safest and most trusted online payment solution.

I think one of the secrets here is that no one actually reads the faxes. You can fax them anything and their system will just check off the "we've received his fax" button.
