Rapidleech and cpa

Has any set up a public rapidleech server and is there any money in it.
i wanted to start one up where people can download like 100mb files and if they complete 3 surveys they can download 1gb and also have a vip account with 5gb download limit or somthing along those lines?

think it could work or would cpa just put people strait away

I think People didn't like taking surveys and than download, they always like to download directly.A lot leech site offers direct downloads for free, only limitation is download certain amount of files for an hour or somethings like that.
