A tertiary level search engine (meaning dedicated to just one topic), or country level SE, may be a good idea. But again, promoting your search engine will be extremely difficult.

Or unless you have a budget of a billion dollars, go and compete with Ask.com, Bing.com or Yahoo.com. Forget Google!!!

Unless you have an extremely unique idea I strongly recommend that you reconsider starting one.
