Contrary to popular belief, the support staff are quite good and understanding when it comes to cases like this. When my account was locked I filled in the points I could and she said she'd sort something out. Unfortunately I couldn't fill out one of the vital parts, but if you have a discussion with someone you should be able to work something out.

The weakness of paypal support staff is, when i mailed them and get replied, and then i mailed them again, it's received and managed by other staff. So, the new staff is not fully understand about my case.
I think one case should be manage by one staff.

Thanks for the link. But what i find is, paypal plug-in is only to generate secure card when you wanna purchased something (i'm already see the streaming video). But what i mean with VCC here is the one which used to verify our account. And i think in case "to verify", we can't take it as simple actvity. The purpose of verifying is to decrease scam probability which using paypal. And i thing VCC is so bad then....
