I pay my money for rubbish code (a not running program) and this is how paypal protect cheater .....
I show paypal every single thing, coder never keep one of his promise but he get the money, buyer pay, spend money and have nothing.

You may be right. This is a common though among programmers. They usually end up wasting their time and yours.
It's also good to look at the code even if you are not a programmer. Some signs to look for is spaghetti code or code that is not commented to explain what is going on. Any signal of problems is that there's a lot of code commented out.
i called up paypal and they told me, every PAYPAL user have a chance to cheat and con other money ... cause paypal won't take any action to those without record, even all evidence show that is seller fraud cause that is their POLICY.
So guy try to cheat some money while paypal is protect you(just joking)
It is risky to use paypal with people that you don't trust. Even should you sell a domain name and transfer it, the buyer can submit a charge back and steal your domain.
As I understand it, paypal won't issue any refunds on electronic goods and services.
Better to use Odesk or a freelance site that won't issue payment until you approve.
