It seems to me like the coder is learning how to code, with your project like an exercise to try and complete. And you are paying for the education or beer.

he just an lazy bastard ...... yesterday he request last chance, i gave him but he ruin again ....

btw pay pal is not favor me ....
I pay my money for rubbish code (a not running program) and this is how paypal protect cheater .....
I show paypal every single thing, coder never keep one of his promise but he get the money, buyer pay, spend money and have nothing.

Paypal won't accept a dispute for services or digital products and personal payments.

Better to use a freelance sites like oDesk, Rent a Coder, Guru etc. At the least you can review the feedback and ask for references.

issue is i pay for a program but not code or labour, is useless if the code cannot run

You may be right. This is a common though among programmers. They usually end up wasting their time and yours.

It's also good to look at the code even if you are not a programmer. Some signs to look for is spaghetti code or code that is not commented to explain what is going on. Any signal of problems is that there's a lot of code commented out.

i called up paypal and they told me, every PAYPAL user have a chance to cheat and con other money ... cause paypal won't take any action to those without record, even all evidence show that is seller fraud cause that is their POLICY.

So guy try to cheat some money while paypal is protect you (just joking)

It is risky to use paypal with people that you don't trust. Even should you sell a domain name and transfer it, the buyer can submit a charge back and steal your domain.

As I understand it, paypal won't issue any refunds on electronic goods and services.

Better to use Odesk or a freelance site that won't issue payment until you approve.
