I just look at their skills and such. I don't think a Moderator Application isn't going to show me anything.
I used to do staff applications, but after a while I just picked based on the most active and the most helpful. That's the best way to go anyways.
I may provide a staff application, or I may ask "on the spot." When it comes to obtaining moderators, either way is fine to me.

Yall shouldn't do it at all. It's very easy to act like an stuck up, and then the owner allows he or she promoted. Then they can always become a power abuser.
I used Staff applications in the beginning because I really needed the help. This didn't work out well, as I would get members who were in it for the "power" and once they realize that the forum wasn't a massively successful forum, with nowhere to use their power, they just left.
