1. Template Sponsorship
2. Hired Forum Posters
3. Given away freebies
4. Ads on NB

Any suggestions?

Signature links and quality seo articles may bring in some members.

Good reputation on several forums might help. Get some quality respect on forums in the same niche and after a few months start linking to your threads etc, get friends and ask them if they want to signup etc

Hmm.. Are you referring to my various DP accounts? Those were all big mistakes..

I'm just talking about an overall good reputation. Not just on DP, NB etc. On every forum you are

Write useful articles
Post tips tutorials for newbies on the main categories of your forum

You can also be member of Forums | Small Business Online Community
They are many small owners looking for business online tips in this community.

I suggest focus the energy on creating quality posts. Ask some friends and business contacts to join. You will need to reach a critical mass before advertising will work. The forum is too new to get an cost effective result with ads. It's like an empty store with no product. Also, think about running vBulletin. Should you decide to sell it at a latter date, there will be more value in it.
