The best idea is to do it on something you a passionate about and something you have vast amount of knowledge about.
What about a General off topic Forum? i can pair up with you to do that if you want
good idea...
If you don't know what to start a forum on, don't start a forum.
Don't just start off a forum on an topic. Think of the subject in which you have got knowledge and can contribute yourself. Then think whether the public will like it. Then start it
If it comes to making an idea, go to the real world and find something. You might not like a spoonfed idea from someone else. Additionally, if it's a really good idea, most people would just keep it to themselves.
