A load of people look down on new forums when a place is in need of some support they rather snigger at how much more active their places are.
I think it depends on the site itself and the time it has been opened.
I was asked to post on a forum with 4 members that had been open 4 months and had about 40 posts in total.
I felt like i needed to reply to myself to get it going. For this kind of request I think there needs to be a certain amount of posts in the first place, which will make other people want to join.
People do, especially when they constantly look at forums.
If it's a free hosted forum with a difficult to remember name and a lack of activity, then I will look down it I guess. If it's got potential though I won't do so.
It is difficult to have a meaningful discussion with....an empty forum....
If you wanted to start a forum, make sure you (the owner) put in at least 25 topics, with some of them original.
I don't really look down at forums unless the owner is stubborn or is a fanboy.
I do look down at forums, especially when they have crappy sub links.

That's a tad hypocritical. Extra Time had a subdomain for quite a long time.
I could honestly say that i do in slight bits. It's rather common, truthfully.
