Staff - Experience or interest?

How do you find your staff members? Do you ask them to be staff due to their experience of Admin / moderating at another site? Or do you ask a member of you forum who has a great interest in the forum topic and posts regularly?

I personally don't go for experienced guys only. At the end of the day being a mod has got nothing to do with rocket science. All you need is activity. IF someone is highly interested and can prove his/her activity, then yea, why not!

My staff members are a mix of both. They've also been hired usualy to do a second job, such as promotion or running something else.
