I'm not good with per cents. But I think forum should have more topic than off topic. And friendly, contributing members. And not just empty accounts. And the forum shouldn't be too serious, but not a joke either. I think NB fits to these criterias well.

I feel a forum should contain the following:
85% topic
10% fun
5% off topic

and of course 100% friendliness.

You can thank Walmart for the 200% policy.
