My favourite forum software is MyBB closely followed by phpBB.
IPB has always been my favorite, followed by vBulletin. Can't say much for vB4 right now though. MyBB would probably be my software of choice if I went for a free forum.
Mind you, the version of IPB used in sites like InvisionFree, IPBFree, Jcink, forumer, etc. (these guys use modified versions of 1.3) is not the one currently used by IPB sites (which is currently at 3.0). Just keep that in mind.
I would love to get my hands on a piece of IPB software.
You could always get a used license. Those are usually cheaper.
I would say i like vB4 and phpbb. But i will use phpbb because it is free. However vB4 cost money for the license before you can use. But the function over at vB is much better than phpbb.

I've been thinking about that, but I can afford a new license. Just not into making a forum now.
I myself, prefer Zetaboars the most http://www.admincommunity.com/forum/...R#>/tongue.gif Its free, clean, and is what I learned foruming on.
