That is definitely considered as duplicate content. Once you've published one article into different publishing site there is a tendency that search engines can crawl on the content which is not good in your sites ranking visibility if you putted it again in your site.
Yes I would also agree on that too! Google would not punish anyone who does that. Though I heard from someone that you should not post the same content on the same website.Quote:

Avoiding the filter is not always a matter of getting the copy of an article posted on your site first. There is a article out there about stolen content where Matt Cutts says that Google uses backlinks to determine which is the original article. He recommended embedding a link back to the original in an article to avoid problems with stolen articles out-ranking the originals. The authority level of the site can also play a big role in determining which site is viewed as the original.
There are numerous situations where autoblogs eventually get de-indexed or or all of the articles are demoted in rank due to the amount of duplicate content. That was part of what Panda was about, but those filters were out there long before Panda. I don't buy any web sites with duplicate content because once they have been flagged by Google is it very difficult to get them to rank well.
The best way to avoid problems with syndicated articles would therefore be to post the article on your site first and get a few backlinks pointed to the article before it is posted on other sites. Better yet, don't post the same article on your site as the one that you post on other sites.
Does google look at cached data at all when trying to determine which site or content came first?
Unless they keep multiple copies of cache data, all that will tell them is when a page was last indexed.
It is very possible that Google keeps track of when they first found a page, but a page in a site with a lot of PageRank or authority can still get indexed before an original article on a smaller site.
It is probably a good idea to make sure that an article gets indexed on your site before publishing it on other sites. I always put an article on my site that is different that the articles that go out to article directories.
I have seen too many times and probably will continue to do so where a site that had the original article is behind in search results to another site that has the same article.
Am thinking, like it was said, that google looks to the best ranked site and puts that as the authority site.
I have posted tons of stuff and get the pages ranked higher than the site or page where some of that material originated.
Easy to do.
Once you publish the content anywhere, then you can't re publish or submit to any directory or any site.
