Yes, they have to join the site - ie. complete the forum registration process and become a member

it is said at the end that referring "active members" is required. Who is considered to be an active member?

An "Active Member" is defined as someone that has signed up to the forum with your Referral ID and they have been present on the site at least 5 times within the month they joined and have posted at least 10 times.

The contest is temporally closed as mentioned by admin. i think admin may have more interesting contest for members soon. Currently only referral contest is running if i am not mistaken.

Currently there is no contest running as the site is about to be merged with Netbuilders.org
