That would depend on the SQL file itself.
I'm assuming your SQL file is a backup of a mysql database.
If the backup is formatted in a way that is compatible than wordpress, then yes it will integrate well if you use something such as PHPmyAdmin to import it.
Otherwise, if the names and values of the fields/rows/tables of the backup are not what Wordpress goes by, you'll be trying to fit a square block into a sphere holder.
You can still view the SQL file yourself and salvage whatever data is inside it, but you didn't give much information O.o
I take it you mean just a SQL database with some info. You need a programmer to code a script to be able to output the data.
It depends on what you need the script to do. It could be $75 or a few hundred.

is it just an sql file? You can hire a good wp expert and proceed with the developing. Are you talking about some database related issues? I don't get it properly. Or you want to create a website and put it over there?

Basically, it's just a SQL database. I'm not going to launch the website anytime soon, I'm just looking out and figuring what needs to be done to get a website driven by that db.
