    Install MySQL and PHPMyAdmin

What's the best/easy way to install MySQL and PHPMyAdmin on a windows serverwithout Apache? I already have Windows IIS server running.

    This any good to you?

If you weren't too bothered about keeping IIS then I would strongly recommend installing WAMP Server as it contains all the things you need and is very simple to install and set up.

Yes. I know. I would love to install WAMP Server but can't. Systems admin doesnt like it. So I'm pulling my hair out trying to get MySQL and PHPMyAdmin to work and configured currectly.

Well you could also give XAMPP a try even thou WAMP is way better
