If a site with high PR and GOV or EDU extension, is that any benefit for me to submit my site to their newly launch web directory (zero PR)?

Directory submission was much effective way of link building in SEO but in this PR of directory is much better.So you have check it before going to submit any thing on it.

Yes to some extend Directory PR is important but not so much.If you have submitted your website in good PR site then you will get quality back links which are useful for you.
