Any site can benefit from the anchor text in the new links. In order for the directory submission to work you will need thousands. The biggest factor is the quality of the list that you are submitting to. A better list will give better results.

It might be that you're testing it

Directories are helpful when they are consistently indexed by Google and it should be visible in search engine result pages by any search term. There is no need to submit website in huge no. of directories. Select effective and beneficial promotional resources for your website.
