elbandelero has pretty well answered this but I would add that I have seen the heat generated by webmasters who think their site has been rejected, let alone if they knew. Can you imagine how many flames there would be, with questions, you have rejected my site, why? And unless we provided answers and even if we did provide answers it would result in editors having to spend a good deal of their time answering, because otherwise the cry would be, "they are corrupt". A rejection is not a narrow judgement so if a site is rejected it would have to become a different site to get a chance of being listed, so informing people of a rejection would not offer a chance to change bits of the site, which is what we would get embroiled in.
Submit and forget, we don't lose the suggestion it sits and waits until an editor wants to work in that area. Muliple submissions can get a site banned and trying to buy ones way in is the way to get the site banned for ever from the directory.
I have listed over 20,000 sites and not one has been for a friend, if you suspect that has happened to any site report it, it is abusive editing and we want to get rid of any editors who operate that way.
