But you asked the appraisal of the domain which is worth the reg fee undeveloped, along with the site variates from various factors like traffic and earnings etc. since it's a forum there is also the thing that if it's active or not..

It is a neither a keyword rich domain, nor one that is easy to remember. The domain itself is therefore only worth the cost of an annual registration fee at best. That's what Aquarezz is telling you.

It would be worth something if you can show high traffic, high PageRank and/or good revenue.
