I can't speak for all countries but for my country,you need to be a resident of the country to be able to buy this domain.

I don't think you'll be able to register any.

99.99% of those .org.whatever are already registered or reserved, the same goes for .net.whatever and .com.whatever

It looks like some countries open up their registrations for anyone, while other countries have them restricted to outsiders.

This is probably true,for my country only residents can register domains,and its not like registering a tld,it requires paperwork and can be quite bothersome.
