There can be issues with the "city.com" domains. There was a WIPO dispute involving barcelona.com where the Spanish city of Barcelona claimed trademark infringement.

6. Decision

WIPO's policy seems to be "give the domain to whoever has the most money or power."

It's actually less than what they bought it for, Jerusalem was purchased a year ago for $750K. So they took a heavy loss there.
