The DP mods are ridiculous. If I had done anything wrong ever in the first place I would have tried to be sneaky, but I've been banned several times and the only reason behind them is multiple accounts, when that's the only rule I've broken. If I hadn't been banned in the first place none of it would have happened.
Without strong authentication, rules against multiple accounts are unenforceable.

But then i do feel the need of something which can determine the usage of multiple accounts. It can surely save lots of us from being scammed.

That would require a good authentication mechanism, like requiring government ID's to be submitted with account applications. Except those can be forged very easily when they are transmitted electronically. Phone verification is almost as good, but it's a lot of hassle unless you build or buy an automated system.
With no system for reliable verification in place, it is advisable to accept that every other person on a forum could be the same poster. Rules against multiple accounts give people a false sense of security. I think it's better to have a real sense of insecurity.
