They do serve as backlinks but not so-very effective..
the things to keep in mind while doing so are :
1) The links in signatures should be do-follow(without the rel=nofollow tag i.e.)
2) Possibly high PR forums work out better.
3) Anchor text with the suitable keyword linking the site is a must..
Some forums have DoFollow signatures and their sites generate lots of traffic, so backlinking seems very handy towards them, but in the long run. It won't do you much good.

I only use one forums and that is Digital Point.
I keep my website link in that, and It Generates me decent traffic.
Lets say, 50 Persons weekly.

Forum signatures are a great way to get traffic but you have to choose your banners/text carefully to appeal the user's eyes.

Forum signatures work great for popular forums, both in terms of SEO and driving traffic. Bear in mind that your accompanying post should add some value, otherwise the amount of traffic driven will be otherwise limited since the likelihood of a user clicking on your signature link will be proportional to the quality of your content/participation.
I did not get any sense from the term follow-up forums. If you would use conventional term then it would be better unless you just need to explain a little.
I am thinking that more and more, signature links are a relic of the past.
That fewer and fewer people visiting forums actually click on a signature link.
Good to have, but for seo and traffic, almost irrelevant today.
Most people who go to DP?
They stay in one forum or section and rarely venture out.
And like bogart said, be lucky to get 50 visitors per week from there.
(now, it is time for some naive newbie to come in here and say signature links are the greatest thing on the internet!)
