I'm thinking of starting an admin help business. Where I would do forum posting. Installing modifications, themes and software for forum owners. I would also write Forum Policies.
Does anyone think I could flip this into a profitable enterprise?
There are many people doing this already, and since they keep staying alive I guess it should work If I were you, I'd search for a company providing these services though and ask if you can merge with them
The big question is how much time you have. It's possible to make money providing the services that you have listed. But most of the forum owners don't have the revenue. So the jobs will not make you too much money. For example a signature link was generating on average $10 per 1000 posts a few years ago. There were people making a living just from their sigs. In today's economic climate a lot of the money for this activities have dried up.

Friendly suggestion for you...since this is not a closed forum and open to search engines...if you don't want an idea "Stolen" or "used by others" why post it for the world to see?
idea is useless when it remain idea, everything work, there is no fail business, only fail business man ...
other's can stole your idea but not your brain
