A dedicated IP can be blocked too, but it just isn't the IP every proxy owner is using

If you don't buy a dedicated IP, there is a bigger change that the server's IP is blocked already -- if you buy a new one though, it shouldn't be blocked, but will become blocked as soon as you start some big promotions
