Yes, but they frequently do it by stealing a US citizen's identity.

A few years ago, Bank of America had a plan to allow illegals to set up bank accounts, but when word got out I think they canceled the program.

There may be a legal method to allow non-Americans to set up bank accounts, but I don't know how that works.

To help prevent the illegal use of financial institutions and to stop the funding of terrorism, such financial institutions are required to gather a vast array of personally identifying information and to keep it on record. For example, in the United States you would need to sufficiently prove your identity with a Social Security Number, a Driver's License, and in some cases even your Birth Certificate.

For example, from Bank of America:
You'll need the following basic information for yourself and your co-applicant (if applicable):
    • Social Security number
    • Phone number
    • Email address
    • Current physical home address
    • Date of birth
    • Debit card or bank account number for funding your new account during the application
    • Minor's personal information (if applicable)
    • College information (if applicable)

I would be extremely weary of a program like that described in this thread...

Illegal aliens can get bank accounts. I think that they need to show a card from their consulate. It's also possible for them to get mortgages, in state college tutition and credit cards.
