    I highly doubt that VCC would have been the reason for the suspension. A friend of mine verified his PayPal using vcc three years ago and he got his account blocked many times asking for Credit Card statement. He told PayPal that he used a VCC to verify his account they simply restored his PP account after some verification (address proof etc).
    If you use a VCC to verify PayPal please keep in mind VCC get expired after about 3 months, but the verified state remain intact. However its always advisable to use another VCC to verify again else it'll result these unwanted problems with paypal.
