These downloads are likely to be linked to spyware, adware, toolbars etc. so I would avoid these programs. I think that the concept is to only provide the requested download after the client installed something else. It's called "content locking". Bad for your Karma IMO.

Edit: but if you are creative, it doesn't have to be bad for the consumer. For example, you could advertise a dating site and not link to the site unless the user opted to download your dating guide or go there by default if they refuse your offer.
