Do you mean TextLinkAds InLinks?
TLA provides a plugin for WordPress 2.x, although it does appear to have some troubles running under older versions of 2.x.
One the TLA site, when you add your blog just click the button telling TLA that you are running WordPress 2.x and it will direct you to download the plugin.

I swear, by my life and my love of it, that I will never live for the sake of another man, nor ask another man to live for mine.
Not TLA I am talking about Infolinks
Infolinks | Linking Text To Revenue
Ahh... If Infolinks doesn't have a plugin, you will have to paste their ad code into your WordPress theme.
Here's what I would suggest:
- Log into your WordPress admin interface
- Click the <Design> tab
- Click the <Theme Editor> second-level tab
- Scroll through the list of files for your theme on the right side of your screen
- Click on the file that looks like the footer
- Search in that file for the </body> tag
- Paste the ad code before the </body> tag
