Chicago calls for tougher gun laws, but has no room for more prisoners

Last December, minutes after he allegedly shot at a neighbor, Julian Gayles was caught by Chicago police. Gayles, 22, already had a record of gun crimes and parole violations, but had spent little time behind bars. Since 2009, he has been sentenced to seven years in jail, but has served just two.
Gayles was on parole when CBS News witnessed his arrest by police commander Leo Schmitz and is now in custody again, awaiting trial.

Chicago police superintendent Gary McCarthy wants such offenders to face a mandatory minimum sentence.
"This has to stop," McCarthy said. "Gun offenders have to do significant jail time."

Chicago already has some of the toughest gun laws in the country. This week, Mayor Rahm Emanuel called for making them even tougher, with minimum mandatory sentences for gun

But Cook Country Sheriff Tom Dart says he doesn't have the cells to hold more inmates."I mean, we are at capacity right now," Dart said. "The state prison system is beyond capacity. You talk to them right now, they haven't had a population like this in decades. And there's no place to put 'em."

Dart runs the largest county jail in the country. Nearly 10,000 inmates -- including 300 prisoners -- living in a former cafeteria and some sleeping on the prison hospital's floor.
"This is not something that you would design, " said Dart. "Frankly at this time this should be a building that we should have empty right now at this time of the year. There should be no one in it. But because of our population explosion, this is full."
Experts say the prison population would swell by thousands if mandatory minimum sentences came to pass for gun violations.
"We can't have this irrational type of notion that there's magic jail cells all over the place that are all sitting there empty, " said Dart. "It's as if all of a sudden we just raise penalties and these people get shipped off to the moon or something. It's like, 'No, we know where we need to put 'em,' and we need money to fund that."
But Illinois doesn't have the money and has actually been closing prisons to save money so it can reduce the $9 billion it owes in unpaid bills.

This is just an example on how some politicians manage their state, closing prisons to save money, if they pass new tougher laws, they will be unenforceable.

It reminds me the French Legion in the 50's, when the French government reduced prisoners time if enrolled in the Legion.

The USA is loaded with irrational gun laws. No amount of proof or common sense will persuade the delusional anti-gun crowd.

For example, in some East Coast states such as Massachusetts there is a mandatory one-year jail sentence for any non-resident found transporting a firearm in the state. That means that hunters cannot cross the state of Massachusetts while en route to another state. It doesn't matter if the firearm is locked in a case in the trunk and the owner does not have any ammo in the vehicle.

We can all feel assured that laws like this deter criminals from entering the state with firearms.

I grew up in Chicago and remember the graffiti on the wall of a building that I passed every day while riding the El train to work in downtown Chicago. It said, "It is easier to pick up a gun than a book." That pretty much sums up the mentality of the gangs in Chicago that are responsible for the overwhelming amount of the crime.

Chicago has always had a gang problem stretching back to 1800s. You will find situations like this in almost every Democrat-dominated area in the USA. There is a very strong correlation between crime and Democrat politics throughout the USA. The more the city is Democrat controlled, the higher the violent crime rate. Chicago has been completely dominated by Democrats since the 1880s. Even the crime syndicate is dominated by Democrats, who also control the unions.

That would actually be a good idea in some cases, but it would never work with Chicago criminals. Almost all of these guys belong to black or Hispanic gangs (primarily black) who have been taught to hate the "white system" since they were babies. These guys do not want to find jobs or clean up their acts. They live on welfare, cheat the system every opportunity that they get (this is easy in Chicago), and enjoy the "gangsta" lifestyle.

One thing that made the French Foreign Legion work is the brutal assignments and a kill on sight rule for anyone who went AWOL. You either played by the rules or you were beaten or shot. Their unofficial motto is "Marche ou crève" (March or die).

The murder rate is 15.4 per 100,000 inhabitants in Chicago versus 6.4 per 100,000 inhabitants in New York City. A lot of the reduction in New York City crime rate is due to stop-and-frisk where 12% of stops result in a ticket or arrest.

More people die in Chicago than we lose in Afghanistan. Maybe instead of modeling our gun laws on a place that has more deaths than we are experiencing in a war zone we should model them on Afghanistan and issue every TAXPAYER not on welfare an M-16 and body armor.

Switzerland already does that and their crime rate is far lower than Chicago.

Switzerland thus has one of the highest militia gun ownership rates in the world.

Each such individual is required to keep his army-issued personal weapon (the 5.56x45mm Sig 550 rifle for enlisted personnel and/or the 9mm SIG-Sauer P220 semi-automatic pistol for officers, military police, medical and postal personnel) at home. When their period of service has ended, militiamen have the choice of keeping their personal weapon and other selected items of their equipment.

The French Foreign Legion is a very impressive and efficient killing machine. A long time ago, the Legion was a way to escape the justice, when you went in, you had a kind of immunity, now off course things changed.

    Their code of honor:

    • Art. 1 – Legionnaire, you are a volunteer serving France with honour and fidelity.
    • Art. 2 – Each legionnaire is your brother in arms whatever his nationality, his race or his religion might be. You show him the same close solidarity that links the members of the same family.
    • Art. 3 – Respect for traditions, devotion to your leaders, discipline and comradeship are your strengths, courage and loyalty your virtues.
    • Art. 4 – Proud of your status as Legionnaire, you display this in your always impeccable uniform, your always dignified but modest behaviour, and your clean living quarters.
    • Art. 5 – An elite soldier, you train rigorously, you maintain your weapon as your most precious possession, and you take constant care of your physical form.
    • Art. 6 – The mission is sacred, you carry it out until the end and, if necessary in the field, at the risk of your life.
    • Art. 7 – In combat, you act without passion and without hate, you respect defeated enemies, and you never abandon your dead, your wounded, or your arms.

Their song:The Legion marches towards the front,And singing we follow,Heirs of its traditions,We are with her.For this destiny of Chivalry,Honor and loyalty,We are proud to belongto the 2e REPWe are the storm troopers,Soldiers of the old Legion.Tomorrow holding up our flagsAs victors we will ravel. We have not only our weapons,But also the devil walking with us:Ha, ha, ha, ha, ha, ha, ha,Because our old brothers in arms of the Legion,Fighting down there, we fall in behind them. (the meaning is: our dead comrades are marching with us)

Chicago is another sanctuary city for illegals. The problem has gotten so bad that they have entire school districts where Spanish is becoming the predominant language.

Illinois just passed a law granting drivers licenses to illegals.

The Hispanic population and the black population have never gotten along in Chicago. Chicago used to have a lot of very strong white ethnic neighborhoods. In the 1960s, when the blacks started to move into a white neighborhood, along with their crime problems, the whites moved out. When Hispanics started to move in, the blacks moved out. At one time the south side of Chicago was predominately Italian, German and Irish. Not so today. The north side used to be mostly Polish. Illegals are starting to dominate everywhere due to the huge influx of people looking for the gravy train.

My sister works for a school district in the suburbs. She says the problem has gotten so bad that in some schools more than half of the students speak little or no English.

Nonetheless, the people there keep electing the same morons who keep making the problems worse.
