Easiest way is to use CSS, make a block level div (id instead of class) that is "position: fixed;" but you'll need to defines it's coordinates with top and left.

I would just cal it a toolbar, and a google for "css toolbar" brings up this link which looks like it might be what you're after.

Don't know why the original thread was locked.
Found a toolbar script on my computer I had downloaded from some forum a while back.
I remembered that someone had asked about such a toolbar here.
Since I have bothered to upload the file to my hosting, and came here looking to reply to that thread, I'm going to post a link to it anyway.

First thank you for finding a solution. I only closed the thread because the issue was resolved. I have opened it back up so Will can merge themI wouldnt have found it impolite at all. Keeping it all in one location is great for anyone looking for one in the future.
