I'm still learning, and forgetting.
I'd opt for learning CSS next, just for the simple reason that you'll be able to integrate it with the html you have learned, and will find it useful when using php. Might as well get some bearing in it now, rather than having to backpedal when you need it.

They're both completely different. PHP is a lot more complex than CSS.
If you think you're able to take in a lot, pretty smoothly, and are able to apply enough initiative to produce your own material -- I'd recommend PHP.
If you're not quite ready to learn how to make rocks float, and would be interested in improving the cosmetics of other people's (or your own, when you get around learning how to create them) PHP scripts / converting a .PSD to .HTML -- I'd recommend CSS.

I think CSS is not something you learn. You use it with HTML and/or PHP but there is nothing tricky to say to learn it. Go PHP and insert some CSS time to time...

You're never really finished learning either so you might as well learn both together. PHP probably is a steeper learning curve if you've never programmed before. You can focus on PHP and just learn CSS as you go.
Read the basics on both and then pick a simple little app to do that will need both PHP and CSS.

But you should think about learning Javascript before PHP.

Good suggestion. If the original poster just wants to get into web programming, and doesn't necessarily need to know PHP in order to do something, javascript is probably a better stepping stone. With Javascript you can pretty much focus on learning the language. All you need is a browser, an html file, a set of script tags and your code. The environment is simple and you won't have to worry as much about things going wrong that have nothing to do with your code.![]()
CSS is rather easy, so you should start there.
It won't take you more than a couple of days to learn all you need to know.
PHP is a long term shot, you're always learning.
Go for both!
