The major sites are being given Google's penalty due to over anchor text optimisation, excess link exchanges or etc. If you have done any, it is better to remove such links and start working more on getting quality backlinks on regular basis.

To recover from Google Panda, you'll want to start with your analytics. Take a look at all the content that people are visiting--and then find the pages that do NOT have many pageviews (or even none at all). You'll want to get rid of the content that people are not visiting on your site--and 301 redirect those URLs to content that is on the same topic.

Penguin happened around mid-april, and is related to low quality links to your site. Panda is related to low quality content on your site.
