Google Panda is usually an issue with duplicate or the quality of the content. On the other hand drops in Google rankings may also occur due to the Google Penguin update, penalties or other changes in the Google algorithm.

It depends upon when your Google traffic and rank positions started to decline. The two major Penguin updates occurred around April 24 and May 25. Most of the other updates were related to Panda.

If you are using duplicate content, spun content, crappy content or your primary linking strategy was to use directories and comment spam, your sites will not recover until you correct these issues. You cannot fix the symptoms until you fix the problems.

Absolutely, the first and the foremost thing is to identify the problem that has led to such a condition and there is a good possibility that this might be more about the content and linking strategy. How long has it been since you changed or updated the content on your webpage? There should be an update on a regular interval as if there is no change for a sometime then it is more likely that the ranking is more likely to fall, also resorting to more quality link building strategy will be the key to work with to recover from Panda.

If you want to recover your website from panda and penguine update so just build high pr quality backlinks dofollow or nofollow both are needed to rank high. Avoid link spam. blog comments and lower pr links.

Thank you for suggestion. I used to do follow with high pr links. So you mean blog commenting now can't help in ranking?

Blog commenting for most WordPress blogs has not helped with rankings for several years. WordPress automatically adds the nofollow attribute to all comment links unless the site has a dofollow plugin installed.

Take a look at the diversity of the anchor text links to your site. You'll want to make sure that your link profile is "natural" and not full of over-optimized anchor text. Having some blog comments here and there is "natural", even if they are nofollow links.

I look at blog commenting this way:
    Will it bring me traffic?

I look at the post I may comment on.
Where is it in the serps.
Am I the only one commenting.

After all, a popular post high in the serps will bring readers and those readers will also read the comments.
    Bingo!
    Traffic.

    Backlink is just a bonus,

First you should focus on content more and more, and post links in high PR site
