seo and backlinks are synchronous in that both help increase PR and traffic.
however if without backlinks can a website have good pr with adequate seo and advertisement(adwords)

While PR is going to weigh heavily on back links, there are ways to rank great for your keyword. I rank very high for a particular keyword on one of my sites with very few back links.
As for ads targeted, without back links, this is going to weigh heavily on content, so make sure your content is related to the ads you would like to be shown on your blog.
